Leo Bokh studied art history, archaeology, history, German and musicology in Vienna and Graz. While still a student he joined the Cartellverband. After graduation he worked as a writer and art critic, for the Grazer Volksblatt and Deutsche Allgemeine Zeitung Berlin, among others. In 1934 he became a consultant in the culture department of the RAVAG state broadcasting company. From 1937 until the annexation in 1938, he was also a member of the local council as representative for the independent professions in Graz. Having previously criticized the National Socialists, his attitude changed when the Nazis came to power and around 1940 he even became a member of the NSDAP. In 1941 he was an assistant to Karl Garzarolli-Thurnlackh in the Landesbildergalerie (Styrian Painting Gallery) and Alte Galerie (old masters' gallery) at the Joanneum in Graz. Just a year later, the Joanneum arranged an exemption from military service for him because of the additional work required on account of the many new acquisitions at the time (dissolution of monasteries, seized collections, etc.) and the division of the Landesbildergalerie into an Alte Galerie and a Neue Galerie. Apart from Garzarolli-Thurnlackh, Bokh was the only academic in the Alte Galerie and was not therefore required to serve in the army. He managed the loan register and air raid depots, which were outside Graz.

Bokh specialized in Baroque art and after the war he enlarged the collection with numerous acquisitions, including items obtained on the art market. After 1945 he was classified as a lesser offender and in 1946 succeeded Garzarolli-Thurnlackh as director of the Alte Galerie, a position he held until 1956. He was mainly involved in reorganizing the Alte Galerie, but also in the restitution of works expropriated during the Nazi era, including the assets of Oscar Bondy, Valerie Eisler, Rudolf Gutmann, Albert Pollak, and Louis and Alphonse Rothschild. He was suspended from duty with a reduced salary in 1956 following two disciplinary proceedings on suspicion of embezzlement and irregularities in the inventories and retired six years later.

After initially studying philosophy and law in Vienna, Ernst Buschbeck switched to art history in Berlin, Halle and Vienna and completed his education at the Institut für Österreichische Geschichtsforschung (Institute of Austrian Historical Research). He obtained his doctorate in 1913 under Max Dvořák on twelfth-century French and Spanish sculpture. He worked briefly as an unpaid intern at the Kunsthistorisches Museum in Vienna before serving in the military from August 1914 to the end of 1918. In early 1919 he returned to the Kunsthistorisches Museum, where he was entrusted with the reorganization of Austrian museums and countering claims from abroad for Austrian museum holdings. In 1923 he became commissar for the interiors of former imperial palaces and started at the same time to work in the Picture Gallery of Kunsthistorisches Museum. He gave lectures on art history at the Pädagogium der Stadt Wien and was art correspondent of the Neues Wiener Tagblatt. With Hans Tietze he founded the Gesellschaft zur Förderung moderner Kunst (Society for the Promotion of Modern Art) in Vienna and was co-founder and chairman of the Wiener Kulturbund and the Verein für Denkmal- und Stadtbildpflege (Association for Monument and Urban Preservation). Because of his opposition to the National Socialist regime now in power, and because his maternal grandmother was Jewish, he did not return to Vienna from a visit to Britain in June 1939. In London he worked for the BBC and was active in the Free Austrian Movement. After his return to Austria in February 1946, he was able to resume his former position in the Picture Gallery and became its director in 1949. In 1953 he was promoted to the position of Administrative Director of Kunsthistorisches Museum. After retiring in 1954, he was responsible for the transfer of the Czerninsche Gemäldegalerie (Czernin Picture Gallery) from Salzburg to Vienna and its installation in the Residenzgalerie and for the redesign of the Harrachsche Gemäldegalerie (Harrach Picture Gallery) in the Palais auf der Freyung in Vienna.

Leopold Detoni was an amateur photographer, photojournalist and from 1922 at the latest owner of Fotofachverlag Josef Detoni in Vienna. In 1916 he joined the Photographische Gesellschaft in Vienna, worked as a journalist, including for the Österreichische illustrierte Zeitung, and in 1919 founded the Allgemeine Photographische Zeitung, which in 1923 became the official mouthpiece of the Österreichischer Photographen-Verein and in the 1920s was the most prominent trade journal for Austrian professional photographers, federal and provincial professional associations and the Verband der Photographengenossenschaften Österreichs. Detoni was the publisher, editor-in-chief and from 1929 proprietor of this magazine, which was incorporated in 1943 in the Photographische Chronik published by Verlag Wilhelm Knapp in Halle an der Saale and was to continue as the Photographische Chronik und Allgemeine photographische Zeitung as the mouthpiece of the Reichsinnungsverband des Fotografengewerbes until 1945. In the April 1938 edition of the Allgemeine Photographische Zeitung he enthusiastically welcomed the annexation of Austria to Nazi Germany and urged photographers to vote in the plebiscite on 10 April 1948 for the "Führer and saviour of the greater German nation". At the same time, he distanced himself from the era of Austrofascism, which he criticized as promoting "degenerate statecraft" He hoped that the National Socialist regime would put an end to the "liberalist era" and would implement protectionist measures in favour of "Aryan" photographers, at the same time condemning the previously damaging effect of "ethnically alien" (volksfremd) elements in the trade. In 1940 he stated in an application for admission to the Reichsschrifttumskammer (Reich Literature Chamber) that he had applied to join the Party in January 1938 and became a member of the NSV (National Socialist People's Welfare) in July 1938. After 1940 he advocated close collaboration between the Fotografenzunft (professional association of photographers) and the National Library and called for the negative photo plates to be given to it for its picture archive. Until 1941, he presented monthly lists In the trade magazine published by him of Aryanized photography businesses including the names of their former owners. After the annexation, he rose in professional bodies and in 1938 became secretary of the Ostmark section of the Fotografenzunft and of its master Egon Jelinek. In this position he was also in involved in the Aryanization of Jewish photography businesses controlled by the association and was an important member of the Arisierungskommission. As assessor for the Vermögensverkehrsstelle (Property Transaction Office) he wrote at least six expert opinions in summer and autumn 1938 on studios and commercial photography businesses, including those belonging to Otto Johannes Benedikt, Baruch Kern, Arnold Schalita, Gisela Selka and Oskar Weitzmann. He was also involved in 1938 in the house search of apartment of Wilhelm Pollak. After the war and until his death in 1946 he attempted to rebuild the professional photographers' organization. His publishing company was continued by his wife after the war.

Josef (Sepp) Finger studied at the Handelsakademie and was employed from 1919 in a Vienna bank. In 1926 he emigrated to Turkey, living in Ankara and Constantinople (Istanbul), travelling around Asia Minor and working for the Deutsche Orientbank. From 1927 he worked at the Austrian legation in Turkey and the Deutsches Archäologisches Institut in Istanbul and he also organized a zoological study trip through Anatolia. He returned to Vienna at the end of 1934 and was employed by the Österreichisches Verkehrsbüro. After the annexation of Austria, he was employed initially at the Feinstahlwerke in Traisen, Lower Austria, and then as export manager in Vienna. Finger, who spoke Turkish and several European languages, was employed in 1939 as an interpreter in the Vienna Gestapo censorship department and also joined the SS Security Service (SD) that year. He attended the SS leadership school in Fulda in 1941 and was promoted to SS-Obersturmführer. In 1943/44 he published extensive travel reports, particularly about Turkey, in the Völkischer Beobachter. Until September 1944 he worked in the press censorship department of the Vienna Gestapo and later in Department (Amt) IV (Gestapo) of the Reich Security Main Office in Berlin. He moved to the anti-Communist Department (Amt) VI in February 1945. His last posting was in the special department for combating Austrian resistance. From February 1946 to July 1947 he was detained in the Marcus W. Orr US internment camp in Glasenbach near Salzburg. He said nothing there or during registration as a Nazi about his career in the Gestapo and ultimately lived under a false identity in the Saalfelden area. In 1947 he was transferred to the prison of the Landesgericht für Strafsachen (provincial court for criminal matters) in Vienna, and Volksgericht proceedings were instituted against him under §§ 8, 10 and 11 of the Prohibition Act (registration fraud, illegality and qualified illegality). Finger claimed that he had been sent to the Gestapo by the employment department and had been used there merely for "subordinate activities". In 1949 the public prosecutor's office in Vienna dropped the case.

On several occasions between 1935 and 1944, Finger had given or sold the Museum für Völkerkunde (Museum of Ethnology, now Weltmuseum Wien) objects from the Caucasus, Asia Minor, Persia and the Middle East. The objects were not identified as having been expropriated by the Nazis, and it is most likely that Finger acquired them during his long sojourns abroad. The Art Restitution Advisory Board took note of a report on the ethnographic items in the Weltmuseum from Finger on 30 November 2012 and a dossier on textiles in the MAK on 26 September 2014.

After leaving school, Josef Fleischner, son of a Moravian glassware factory administrator, trained to become a stenographer in the Austrian parliament and was employed there as an assistant from 1880. He quickly rose to become a parliamentary stenographer and reporter. In 1899 he was made director of the Stenography Bureau and began to militate energetically to improve the status of stenographers and even before the end of the century fought for their permanent employment. As director he was also responsible for publishing the Reichsrat-Korrespondenz. In this function he developed the magazine's committee reporting and ensured the rapid translation into Hungarian of the reports about the "delegations", the joint meetings of the Austrian and Hungarian parliaments. He also worked as a stenographer and journalist in numerous committees in the provincial parliaments for Lower Austria, Carinthia, Moravia and Silesia. During his term of office from 1880 to 1923 he took part in 3,600 meetings of the chambers of the Reichsrat of the First Republic. He retired in 1923 and was made section head by Federal President Michael Hainisch.

After the annexation of Austria to the German Reich, Josef and his wife Olga Fleischner, née Brass, were persecuted by the Nazis as Jews although they had converted to Catholicism in 1894 (Josef) and 1914 (Olga). In view of his dire situation, in June 1940 Fleischner offered a collection of letters to the Wiener Stadtbibliothek (Vienna City Library), including letters from Pauline Metternich-Sándor, Johann Chlumecky, Ottokar Czernin, Berta Suttner, Hans Wilczek, and a number of photographs. In October of that year the library acquired this collection, keeping the letters and giving the photographs to the Städtische Sammlungen Wien (Historisches Museum). The Fleischners were ordered to move to a "Sammelwohnung" (collective apartment) at Novaragasse 41/7 and deported on 20 August 1942 to Theresienstadt ghetto, where Olga perished on 30 December 1942 and Josef on 8 January 1943.

In 2002, all of the acquisitions from Josef Fleischner were returned by the Vienna City Library and Städtische Sammlungen to the legal successors pursuant to a decision of the Vienna Restitution Commission and then repurchased for the collections of the present-day Wien Bibliothek (Vienna Library) and Wien Museum.

Raoul Fernand Jellinek was the son of Emil Jellinek, a diplomat, businessman and consultant to the Daimler-Motorengesellschaft, and Rachel Carmen Jellinek, née Gogman-Azoulay. The automobile is named after Raoul's sister Mercedes Adrienne Manuela Ramona. Raoul was married to Leopoldine, née Weiss. In 1903 the family changed its surname to Jellinek-Mercedes. Raoul lived in 1938 as a man of private means at Wienerstraße 41 in Baden near Vienna, working occasionally as a writer and journalist, for example for the Badener-Zeitung, and was also a supporting member of the Wiener Musikverein. Thanks to the inheritance from his father, Raoul had a large musical collection, a painting collection and a valuable library. Because of his Jewish origins he was subject to increasing repression by the National Socialist regime after Austria's annexation to the German Reich. He attempted initially to prove that he was a "2nd class Jew". This failed because the French birth certificate issued in Algiers – he was an Austrian citizen – had no information about the religion of his parents or grandparents. His accounts were frozen under the Regulation on the Declaration of Jewish Assets of 18 May 1938. For months he was forced to sell items from his collections under their real value, including books to booksellers and antiques dealers. He committed suicide on 10 February 1939 in Baden because of the persecution by the Gestapo and the officials of the Vermögensverkehrsstelle (Property Transaction Office). His family remained under pressure from the National Socialist regime. His widow described this retrospectively in 1958 in a report to the Finanzlandesdirektion für Wien, Niederösterreich und Burgenland (Regional Tax Office for Vienna, Lower Austria and Burgenland): "On 10 February my husband shot himself after an official act of the executory officer. He was about to be arrested. After his death I had to pay 32,000 RM as a Judenvermögensabgabe (Jewish asset levy). To raise this enormous amount I had to sell the valuable library, the unique collection of scores and my property in Baden … along with jewellery and five very valuable Persian carpets at prices well under their real value." Leopoldine Jellinek-Mercedes's application to the Republic of Austria in 1962 for restitution was refused because it had not been submitted within the deadline. The whereabouts of the painting collection are still unknown today.

In July 2012 five books from Raoul Fernand Jellinek-Mercedes's private library were restituted to his heirs from the Universitätsbibliothek der Medizinischen Universität Wien. The five books contain the ex libris "Dem Fernand Jellinek-Mercedes sein Buch" in various forms and the handwritten comment concerning the seller, Antiquariat Hiersemann in Leipzig, and the date of acquisition 1941. Other books from his library were restituted from the university library in Leipzig, the Zentral- und Landesbibliothek Berlin, the Stadtbibliothek Essen and the Staats- und Universitätsbibliothek Hamburg Carl von Ossietzky.

Erich Kurzel-Runtscheiner was a curator and deputy director of the Technisches Museum Wien (TMW) from 1928 to 1939 and 1945 to 1949. As member of the board of the Österreichischer Automobil Club (ÖAC) he was intensively involved as a journalist and engineer with the car invented by Siegfried Marcus (1831–1898). At the end of May 1939 Kurzel-Runtscheiner was forced into retirement on full pay on account of his membership of the fascist Heimwehr, his unconcealed support for the Dollfuß-Schuschnigg regime, and apparently because he had been married from 1912 to 1938 to the Jewish banker's daughter Elisabeth Thorsch (1887–1943), with whom he had three children. Kurzel-Runtscheiner's appeal against the forced retirement was rejected, but with the support of the director of the TMW and National Socialist Ludwig Erhard he found a position as head of the archive of Maschinenfabrik Augsburg-Nürnberg (MAN) in Augsburg, where he remained until autumn 1944.

He was reinstated on 27 June 1945 as curator at the Technisches Museum Wien. Because of his Heimwehr past, he was not popular, above all with the museum's employees. Director Viktor Schützenhofer therefore informed him that he was being re-employed only as head of the Forschungsinstitut für Technikgeschichte (Research Institute for the History of Technology), but not as a member of staff of the Technisches Museum Wien. This arrangement remained in force after 1 January 1946, when Kurzel-Runtscheiner was formally appointed as deputy director of the Technisches Museum Wien. He retired in 1949.

Stefan Poglayen-Neuwall was an Austrian-Italian journalist and art historian. After being orphaned at the age of three, he was adopted by his aunt Henriette Freiin von Neuwall. In 1913 he was awarded a doctorate for his dissertation An old Christian wedding casket from the Esquiline Treasure. He wrote articles for art magazines in Austria, Germany and Italy and was general agent for the monthly magazine Weltkunst. After the annexation of Austria to the German Reich in 1938, although an Italian citizen, he feared that his Austrian assets would be seized on account of his Jewish grandparents. He therefore left his Vienna apartment and fled in April 1939 to Italy. Prior to this, in December 1938, he offered the Historisches Museum der Stadt Wien (now Wien Museum) his Biedermeier bedroom furniture. Knowing about his Jewish grandparents, the director Karl Wagner warned him that "it was up to him how the museum acquired the furniture". Poglayen-Neuwall therefore felt obliged to sell it at far less than its real value. In 1939, he also sold two picture frames to the Staatliches Kunstgewerbemuseum in Vienna, the future Österreichisches Museum für angewandte Kunst (now MAK) because of his desperate situation. He lived as an émigré in Rome, where he earned a living as a language teacher and translator.

In 1948 he returned to Vienna and consulted Viktor Matejka, municipal councillor for cultural affairs, to seek compensation for the bedroom furniture he had been forced to sell at below its actual value. As Karl Wagner, who was still director of the Historisches Museum, denied that the sale had been coerced, an agreement could not be reached. It was only during the systematic provenance research in the Wien Museum that in 2003 the Vienna Restitution Commission decided that the Biedermeier furniture still in the Wien Museum should be returned to the legal successors of Stefan Poglayen-Neuwall. In 2012 the Austrian Art Restitution Advisory Board recommended restitution of the two picture frames in the MAK.

After obtaining his doctorate in law at the University of Vienna in 1906, Armin Reichmann worked as a journalist for the Österreichische Volkszeitung, Morgen and Berliner Börsen-Courier. He lived with his wife Rosa, née Mühlendorf (born 1888 in Stare Sioło, Galicia) and their children Erika (born 1912) and Kurt (born 1917) at Pfluggasse 4 in Vienna's 9th district, before moving in 1923 to Garnisongasse 6. Following the annexation of Austria to the German Reich, Reichmann was dismissed on 1 May 1938 from the Österreichische Volkszeitung on account of his Jewish origins. The Prager Tagblatt, for which he had worked occasionally as a Vienna correspondent, also ended its relationship with him. In his asset declaration he listed a library as well as a small collection of paintings and drawings, but the cursory descriptions – with the exception of a watercolour by Anton Romako – make further identification impossible. In April 1941, shortly before the Reichmanns were forced to move to the bel étage of their apartment building in Garnisongasse, which had been turned into a "Sammelwohnung" (collective apartment), the assessor Alois Getzinger drew up a new inventory of the contents of the apartment, with a much smaller art collection than had been listed in the asset declaration three years earlier. After the "emigration department" of the Vienna Jewish Community (IKG) questioned the credibility of Reichmann's assertion that he could not afford to pay the ship's passage to the USA himself and therefore refused to offer him financial support, he and Rosa Reichmann were deported on 2 June 1942 with 998 other Jews to Minsk and murdered a few days later in Maly Trostinec.

Although the Jewish Community "emigration department" also refused to subsidize the travel costs of Reichmann's daughter, Erika Reichmann, who was about to be awarded her doctorate in law, she managed to flee to Britain. Her brother Kurt, who had abandoned his law studies in 1937 in favour of training with the Zionist HeHalutz organization on a farm in Latvia, did not return to Vienna and settled after the war in Palestine. In 2012 the Art Restitution Advisory Board recommended the restitution of the drawing by Romako, which had ended up via Galerie Welz in the Albertina, to Armin Reichmann's legal successors.
